Strong evidence
README, LICENSE, CI, FuseSoC .core, synthesis/resource reports, board demos, docs, and issue tracker links make manual review much faster.
What does not qualify
Bitstream-only artifacts without sources, closed ROM/BIOS assets, private forums, and vendor IP without an allowed license should not be submitted as an open core.
After submission
Trusted reviewers, editors, and admins pick the task up from /cores/review-queue, verify licensing and evidence, and either approve it or move it to needs info / reject.
